Why should you do that? You can save user file urls in your database.
That's good idea, so is best to save file urls rather than creating subdirectories for each user

Thanks a lot, and on basis of snippets, i want if a user writes a piece of snippet, other users can be able to embedded to their projects, won't it not functioning if i save snippets inside a database!???
I didn't do that, I don't know. But I know that we can share snippets in forums, and they store our topics and repies in a database. So this is a safe way if you made that safe. Read about sqlinjection, xss, etc.
