Maybe. PHP could see a revival. It kinda depends on the direction of PHP8 and the community. If PHP will stick with the HTML generation sites, is will become irrelevant. If it wants to compete in scripting with Python, it will loose. However if we as PHP community dare to take on Java, I think PHP can come on top.
