of a user with his / her ID ? without starting the bot or even dealing with it ?!
When I try to find someone's information, I get an error that the user was not found ...

I saw a bot doing this, so there must be a way, right ?

they don't necessarily need to message you, but you must encounter them in a group or their messages being forwarded (if they didn't have fwd privacy enabled)

Clicking "forwarded from" requires peer info, server provides it with the forwarded message object, telethon caches it automatically once received, if you are listening to events

yeah, id needs to be encountered through the same account, to be be able to use it to fetch someone. but a bot can use many other underlying techniques, or have multiple sessions or even userbots working behind the scenes
