if it still doesn't work after setting a moderate name and title. It's judged by the combination of your IP and and phone region. Telegram doesn't always allow to register a developer app afaik, it can also be ISP issue if your country has ever blocked Telegram and you're using a VPN. for the ISP part, you can self-host a scraper on a VPS or ask someone you know from a different generate it for you. if you don't care use a bot

make sure you're not iranian, if you are, don't be. also the app name and title need to be unique afaik, pick something other than test
