You don't have access to that user with that .session file, you can't use the id. only use ids you get from inside telethon and within the same session

you don't, if 6527838350 belongs to a user, you can't use the id in requests unless it's cached. for now, they must send you a message or as forwarded from them when your script is active or resolving username, etc...
