From where should I practice?
First learn the language, then start doing simple projects. Learning must be 80% practice 20% reading books.
First learn the basic syntax from any book or course, then practice on online platforms (like codechef). Practicing on online platforms will prove to be more beneficial as you will learn about time complexity and memory management.

I learned C from 'Let Us C' by Yashwant Kanetkar and C++ from a book by E Balaguruswamy.

the effective c++ by scott meyers, third edition?
this is a series, edition shouldn't matter much, but this is more of a beginner to intermediate book
