I thought it is a bad practice to define new

tags.
You mean we have a lot of standard tags like section, article, address, nav, table,...
So we did not require to use ids, instead we can get them by tag.
If we have only one tag, it is true but if we have the same tags in one page, how can we handle it?
I agree with you. If I make layouts correctly, I can move from the root to every section correctly without id
