I think things should work like this, bcz if not,

things will get out of control rapidly, imagine a world which Mozilla is implementing it's own Js with it's own specifications and Google doing same too, then what is Js ?! A language which everyone is treating as he wants to, there should be a standard, shouldn't it ?! And if you're talking about how this standard is being maintained and people behind it that's another topic.
