Isn'T framework like a system where you put your code

inside it like laravel and library where you can add it to your code like jQuery. Am I wrong?

It's called framework because it has everything and you can use it as a design system and build every part of the website with it. But you can also use it as a library, for example only use the grids. At the end of the day it's just a jargon, you can use it however you want.
