What I think it does is to parse an int

as decimal, and if the result is NaN, it's not a valid port, so it returns the value (I have no idea why), if it's greater or equal than zero, it returns the parsed int in decimal (in case you for some reason put the port in hex or binary???? idk why), and if it's a number and smaller than 0, it returns false
