Hi guys , when i want to create new folder

in External Storage (Removable Storage) , i get all need permission for this but when i try ,fail without any error (I'm sure path is correct), for this reason i installed Es file Manager and open external storage and try to create new folder but i found new thing , Es want below permission to write in Removable Storage for first time , what is this and how i can do this ? any useful link about it ?
