In my opinion you should learn Javascript first. And specifically I mean CLIENT SIDE JavaScript. Clientside js is hard to make insecure stuff with, so you can focus on actually making things. It does not require any installation of any kind instead of a browser, modern dev tools have amazing debugging capabilities and if you make something that you want to show the world, static sites can be hosted for free on github. No need to set up php locally / in a VM / buy a server. Additionally, many PHP tutorials SUCK. This has been discussed in the php community and many many of the approved answers on stackoverflow.com are introducing horrible security flaws. And if someone says that JS is to "quirky" for a first language, PHP is the same but in differences aspects
