If you want to get pedantic alright, Web is made up of Layers of communication channels actually. Read about OSI Model. Web is a connection of nodes and these nodes have to be able to communicate with each other. Python code itself is never passed around but JS code is actually passed over this huge web to be run in Js Engines to produce results.
