If you want to get pedantic alright, Web is made up of Layers of communication channels actually. Read about OSI Model. Web is a connection of nodes and these nodes have to be able to communicate with each other. When people talk about a Web Framework they talk about the backend of the web the servers the side hidden from users. A language of the web is usually a language that is necessary for the web to function. And is passed around on the web. Python code itself is never passed around but JS code is actually passed over this huge web to be run in Js Engines to produce results.
