which "id", if you mean file_id, it had to be taken from inside telethon. it may not work with botApi ones. Document one isn't fully broken you can also pass file_id to send_file

"telegram ID" is called file_id yeah, send_file(chat, 'CAACAg....') should work (hopefully)

Normally, find the document and send_file or send_message(file=) it you find the document from other's messages, or you can use raw requests to get stickers of a stickerset
