How can i create this in reactjs ? my designer gave

You're starting in the wrong end. You apparently need to make it work in a browser. For that you need DOM (I count SVG as DOM for this). Figure out how to make it in DOM. Now you can use React to make that DOM. You could also use Angular, Svelte, Vue, jquery, or any other library/framework that can manipulate DOM in the browser

i meant the same with react, i didnt even mension the css framework which apparently will be tailwind
