I bought a 2nd hand macbook 2012, replaced disk drive with ssd. So I have 2 seperate 1tb ssds (I maxed out the ram too.) Dual boot, so 1 ssd has win 7 the other el capitan. I've never had windows run faster then I have on this mac (especially with android studio 3 canary) Don't think you need to stick with a desktop. The beauty of building android apps is you can be mobile no need to be constrained to a desktop, buy a 2nd hand macbook like I did and rebuild it yourself, you can't buy a laptop as fast as mine unless your spending stupid money. Otherwise flatten your pc and start again, to confirm that your CPU has had enough, because your specs are not dreadful. Atleast change the HDD for SSD, that should be enough tbh.
