I cloned a project on Azure devops and am getting

package reference errors.

Error NU1101 Unable to find package InvoiceAutomationCommon. No packages exist with this id in source(s): Microsoft Visual Studio Offline Packages, nuget.org JSReportAPI

How do you resolve this?

This is not a public package. Most likely it is an artifact owned and distributed internally by your team. Check out Artifacts tab in your Azure Devops, you might be able to find it there. And on using it in your builds, @Wiz0u is correct - the Azure DevOps artifact feed must be added to a nuget feed configuration
