to install Linux on an external device without booting into a live environment ?
Easiest way would be to boot the live in a VM and give the VM access to the external drive.
Depending on the distribution you can install the tools required and install the distribution to a mounted drive
On Debian-based systems debootstrap and debootstick (with --system-type installer option) can be used. Read the man pages before ever using the option I mentioned.
