If i have 2 groups of users: one to have rwx permissions for some file second to have only r-- permission for file how to setup that?

put users from two groups in a new common group

But users from r-- groupd don't need -wx privileges? If i put in same group, all wil have sam privileges

For advanced permissions you have to setup ACL
