that is still CSS. please read about CSS grid and flexbox. the only use of JS would be to insert new elements (your rectangles) into the DOM container

i tried with flex and svg and could do some stuff but still i have problem with Lines between Rectangles

the layout looks complex hm... im not sure that you can achieve this using grid and flexbox alone. maybe try canvas rendering?
