to have an application up and running?

I mean, from the moment you do flutter run to the moment the app is on your emulator/smartphone screen

It takes like 2-5 minutes if it's old project previously built As I have some cache I think New one takes like 8-13 minutes These are approx numbers btw Configuration: Potato PC I have pentium processor and 6 gigs of RAM and Sata 2 SSD
