As far as i know there are 2 types of IPs: static and dynamic The dynamic one changes often by ISP
There are 4 actually, both public and private for either of them
And I don't really get what you're trying to ask tbf
I don't say every single time but often the internet service providers give a different IP (from the range of IPs they own) to a device
that's up to their DHCP server & how it interacts with BRAS.
Unless your ISP gives you a dynamic public IP address, which I doubt they do unless you're in Europe, they'll change it at irregular intervals as Simen said. Most likely your router isn't provided a dynamic public IP address (vulgo your router isn't an edge router) by your ISP. What they can do is provide you with a static public IP address if you pay. In either case, as I said, unless you're very lucky, your router doesn't have a public IP in the first place, so the answer to that potential XY is irrelevant.
