Hi everyone, I have a question about Debian's ELTS or

LTS,
How there supports works? should we pay for these supports like Ubuntu's?
I have a 15 year-old machine which I wanna install debian 9 or 8 on it, is it safe for browsing the internet with it?

RAM limitation, I wondered if debian 9 is still alive and safe, I would go with that cause it seems it's nicer with System Resources😅 Debian 10 is just fine, thank you for reply and your time🌹
