your private IP address is given by your router (or your sysadmin) your public IP address is given you by your ISP VPNs don't change and cannot change your IP addresses. this is basic networking. A VPN allows you to tunnel your outgoing traffic through the VPN server, showing others you have a different IP but it will remain the same
