maybe, but surely not in /etc like you mentioned; try to understand the permissions in /var/run/ss5 (the folder where the process needs to create the PID file into) and understand if there is anything to adjust and fix there...
Try removing that pid file and then starting the proxy server. Check if the service config is setting wrong permissions or if the service is somehow being started twice with inconsistent config
