Hello! any (other than "buy a new one") advice on

making an Sapphire Radeon R9 270 Graphic Card work with OpenCL and/or Vulkan in Ubuntu?
Private drivers is supposed to work in Ubuntu 14.04, I tried just to be sure and can't make it work either.
I wanted two things to work: Blender and Starcraft 2.
Already tried with oibaf and kisak2 ppa and not working.
If someone knows something I really appreciate the help.

Update to ubuntu 20.xx and just install the fglrx driver, it should show you that option in the additional drivers menu. Radeon R9 270 is quite an old GPU, should be supported by the proprietary AMD driver.
