They do shady stuff. Some use homeworks (that is, you literally connect to someone's home) Others will use a dynamic DNS, then buy a server from places where if you reset the instance the IP will change. I think Amazon light sales are like that (haven't used them personally so don't count on my words.) And the idea is, you will reset the instance frequently that will lead to getting a new IP and so you are not connected to one destination for a long period. But, as I said those are very shady. Do not follow them. The cost of ipv4 is already high and we are running out of them. It's a really selfish move as the governments don't care they will block IP addresses for up to 24 months...
