If you must use a common VPN solution such as openvpn or L2TP and such, your best option is to run a microtik server in Iran, and have another on the outside. Then, the clients form Iran will connect to the server in Iran and you have to set it up in a way that it will forward that connection to the other server outside of Iran. It MUST be a microtik server and I suggest L2TP. The hope is, because microtik is commercially used in Iran and the fact that L2TP is still a popular solution for those routers your connection will be less suspicious to DPI probers.

There is no *absolute* solution. However there are some things you can use to achieve a reliable enough connection. Like v2ray.com guide.v2fly.org
