I think you have to create two folders for each

user in order to set the permissions
it would atleast be the simplest way
i see no point in having one folder used by both users but the users can only see their files. why not just use two separate folders?
the users could set permissions on each of their files, so remove the rwx permissions of user2 on user1's files and vice versa

They are FTP users with same home directory
