There's plenty handshakes for doing such a thing. Generate a key on the new device, ask the existing device to encrypt it's key with it if it trusts the new device & install the existing key on the new device for example
generate keys on a per account basis that is also created via the device used. Wire does it this way so each key is generated per device so it is impossible to read old messages on new devices because it is not included in the encryption sequence during the time. Once added it can participate on the sync aspects
