Why sometimes, when a download starts, suddenly it speeds up

more than real download bandwidth? is this a bug in isp?

My ISP overdelivers by about 5%. This is how you know I’m not from the UK or USA 😉 DSL providers over deliver by up to 100% here as they’ll claim 30mbs with it really just being uncapped.

It's not the ISP, more likely whatever you're using to do the download. And it's not necessarily a bug, just the way download speeds are calculated
