obviously it takes more time and it's much harder to write code without an editor or ide. i'm not sure if you are asking the right question,its not clear

Sorry, I want learn web development with c# and my PC is a potato, IDE don't found. So, only I can use visual studio code

You can use Vscode or Rider, they support dotnet completly. Rider windows is not optimized as much as Vs+Resharper is, (So dont use it on windows) But if you can install a minimal linux like Kubuntu or arch on your POTATO :), Rider is the best choice I think.

Vs 2022 without resharper is faster than Rider BTW, but resharper is kinda required. So yes, Rider is better choice.
