Hi. Not necessarily. Image processing may be done with no training dataset and learning.

imo image processing itself is not, it is more about a preprocessing before ML/CV, though it is actually not necessary since ML is strong enough. Basic processings are like rules about sampling, Historgram equalization, pixel/point operation..... Deeper processings will be like Fourier Transform, edge detection, wavelet, convolution....

not really, it's part of computer vision which includes (pre) processing and AI/ML
