One can argue, "Why then risk losses for the treasury and vote YES?" Then there will simply be no income, and there will be no reward... the reward stimulates the desire to finance ecosystem projects 😌👌

If KPI reached: who voted YES: get income from treasure + $PWR who voted NO: get income from treasure + $PWR Both of these categories are governors and they will receive the same result for their participation, well, the specific amount of the reward depends only on the amount of $PWR that they staked 😉
