The only way you could vote in MotherDAO was $PWR in the protocol staking. So you had to uncommit your $PWR tokens from any DAO to vote So, you could have some tokens staked at your Profile (1) Also you could have some $PWR tokens at the Your participation section (2) in any DAO you've participated
