Question

I am using a gnu/linux distro on my desktop pc.

I want an application launcher that is kinda embedded to the desktop, i.e., it must always be present at certain size/part/portion of the desktop (over the wallpaper, but below any kind of window or dialog box), it can have horizontal or vertical scroll to display all application because not all applications can be shown in a finite portion of the desktop. The applications may or maynot be categorized. Is there any program already in existence for this purpose?
EDIT: it should never disappear, for example, when I click on an app to launch it or when the app launcher is out of focus.
