you can use some services so you don't require port forwarding (depending what you host)
Having a static IP is not enough. You have to make sure your ISP provides port forwarding access. My ISP personally didn't allow me to have port forwarding even with a static IP package.
Depends entirely on your use case.
You ask your ISP if they provided you with a public IPv4, or you have an IPv6 connection.
Not really sure. Even though my router setup was ok I still wasn't able to connect to it from an outer network. Ended up contacting the ISP and they said they don't allow it "for security reasons". I'm pretty sure they want to charge extra for it and that's just their excuse.
Is it same for mobile network?
