Not disobeying developing rules but can i create a app

for screen translations (ie we can select a certain area to translate) i can use google translate api right? and do i need ide and kotlin knowledge because i was gonna use gpt
also there was an app called somehing o... dictionary but it was a Chinese app and india got it banned but it has nice ui and output also other apps nowadays cost soo much and ads.. additional to not good gui or output it's lags the speed of reading quite a bit
