The prominent example that comes to my mind right now is Tonkeeper, although it's a native android app, it still heavily resembles an iOS feel, with the nice color palette, spacings etc...

I'm a web developer, so technically no But as I said, apps like Tonkeeper look identical to their iOS counterpart although they're also developed for Android
Do you mean to develop a web app that follows an iOS design design guideline? You can give the Apple HID guideline a read and follow the steps and adapt it to your own stack. All the visual rules, guides and size specs are there.

A GUI template for developers will be hard to suggest as most of us here work with visual aspects of design. But I hope someone can help you.
