I think you can use illustration applications like...

using tools that build xml it's better than writing myself. adobe series as far as i know it's paid software not free. and i think gimp will do what i want.

I think you can use illustration applications like inkscape or adobe illustrator. Haven't tried that before. Also since svg is like xml, you can write it yourself
