I don't know what you want me to tell you, ansible + systemd does what you want, you can describe your unit using ansible yaml
I'm looking for modern solution for that. I know it sound bad just because it's modern but I have other reasons that longer to explain

When you write this the 2nd time, I agree with others that the solution is systemd. I also personally don't like systemd and try as minimal as possible to work with it, but as what you listed out, the best option out there is systemd, unless you create something by yourself
