Probably a lack of understanding the big picture s...

In my opinion people should know the basics about OSI Reference Model even if they don't have a networking background but I'm guessing from my experience a lot of people don't really know this stuff.

Probably a lack of understanding the big picture so they don't know how to think in abstractions and rule things out. It's basically a problem solving skill. But yeah a lot of people don't like to read docs I agree.
