I can't tell whether it is possible to produce 433 Mhz signal with a smartphone, but you can definetely set up rf module to do so, and connect it to a raspberry pi, for example. Then just start a server on raspberry pi and connect your smartphone to this server with, again, for example Amote app or any other android based universal remote
