Usually comes down to deployment. For instance, it's cheaper to pay a Canonical partner to correctly configure and install say Openstack than to hire openstack resources. The accountability for the solution failing is then shifted to the parter and not in-house resources. So you can keep paying next to nothing for your outsourced sysadmins while getting a turnkey solution
