I cannot use a load balancer. The idea is to

use the second server as failover changing dns A record in case of disaster. Is it possible?

there are obviously better solutions to this problem including but not limited to, 1. using a loadbalancer. 2. using elastic ip. but you can also use the same cert on both servers.
