any specific name for such illustration that I can find tutorial of or is there any effects that needs to be applied for getting such a look.
In a nutshell please tell me how do I get such a soft, smoothy, rubber/foam like texture?

There's two ways you can go about it, you can either sculpt it whole, re-topologize it, then turn smooth shading. Or you could box model it, this would be difficult but can be done with subdividing it.
