Personally I use Tailwind CSS because I like the utility

first approach. With Bootstrap you get prebuilt components (like buttons, modals, navbars, etc...) which can make different sites identical. Tailwind doesn't ship with any of that. If you're good with CSS, Tailwind is a really good framework.

What is the best? I don't think there is one clear answer for that. You just have to look through what's available and use what works for you best.
