Can someone help comprehend/ justify this design language adopted by

Google on the latest redesign? What is it supposed to represent, with varying height indicated by the lack of shadow on the top and normal shadow at the bottom? Or is it just a bug?

Its a new material design or can say material 2.0 & the font is product sans. Its in material API and anyone (app) can use it.
