Ok I think I figured out what's causing this at

least. docker-compose is running on a remote host, through a secured TCP socket. Could it be that the volume mapping is looking for files in said remote host, rather than in the runner's container?

btw I fixed this by copying the required file through docker cp, which does allow copying local files to remote hosts
