How to setup rust without visual studio?

Just install Microsoft build tools and use Rust inside VSCode along with rust-analyzer extension and windows crate. I don't understand why they recommend again on visual studio

Can i choose option 3 ? Then i will will add c:/user/.cargo in env path( like we do in c++) variable will it work?

Cargo add the environment variables automatically in latest installers
